Speaker Bio

Donovan Frank is a Senior United States District Court Judge for the District of Minnesota.

In 1998, President William Clinton appointed Donovan W. Frank to be the thirty-first federal district judge for the District of Minnesota. Judge Frank is currently presiding over the Stryker Rejuvenate and ABG Hip Implant Products Liability Litigation MDL.

Judge Frank was born in Rochester. He graduated from Luther College, magna cum laude, in 1973 and graduated from Hamline University Law School, magna cum laude, in 1977. In 1985, Judge Frank was appointed to the state district court bench and served as the Chief Judge from 1991 to 1996. In 1996, the Minnesota Conference of Chief Judges named Judge Frank Trial Judge of the Year.

Judge Frank currently serves on the Board of Directors for Lawyers Concerned for Lawyers and on the Board of Trustees for the Mitchell│Hamline School of Law.

Judge Frank served on the Minnesota Supreme Court Racial Bias Task Force and Minnesota Supreme Court Implementation Committee on Multicultural Diversity and Racial Fairness in the Courts from 1993-1998. Judge Frank is very active in the Minnesota Chapter of the Federal Bar Association and works with the Disability Justice Foundation on the pressing issue of discrimination of students and adults based upon disabilities as well as attempting to increase the legal representation for those individuals with disabilities.
