Speaker Bio

Charles is the Assistant Court Administrator for the Las Vegas Justice Court, Regional Justice Center, Clark County, Nevada.  Prior to joining the Las Vegas Justice Court, Charles served as the Chief Deputy Court Administrator and the Deputy Court Administrator for the Civil Trial Division in the First Judicial District of Pennsylvania (The Philadelphia Courts).

Charles received his B.A. in Criminal Justice from Temple University in 1986.   In 2008, Charles became a Fellow and a Certified Court Executive of the National Center for State Courts' Institute for Court Management (ICM), having successfully completed the rigorous requirements of ICM's Court Executive Development Program (CEDP).

While attending Temple University, Charles launched his career in Court Administration as a Civil Case Processor with the United States District Court for the Eastern District of Pennsylvania.  He worked directly with the federal judiciary, serving as Deputy Clerk to former Chief Judge Edward N. Cahn and the late Judges Marvin Katz and Robert S. Gawthrop, III.

A dedicated public servant, tireless worker, creative innovator and mentor to many, Charles has been an essential figure in the successful prioritization of caseflow management since he joined the Philadelphia Court of Common Pleas as the first Supervising Civil Case Manager within the  Day Forward Major Jury Program in June 1995.   In March 1997, he was promoted to Deputy Court Administrator for the Civil Trial Division.   In March 2011, he was promoted to Chief Deputy Court Administrator for the First Judicial District of Pennsylvania.

Charles has served as the Co-Chair of the First Judicial District's Civil Electronic Filing Committee and Chair of the First Judicial District's Leadership Council and Professional Development Program. 

Most recently, Charles' leadership aided the Philadelphia Courts in navigating the challenges wrought by the 2019 malware intrusion and the Covid-19 Pandemic, which followed shortly thereafter.  Other notable court projects include his work on the First Judicial District's Continuity of Operations Plan (COOP); Court Security;  Information Technology Assessment and Disaster Recovery; Civil Caseflow Management; and Court Performance projects.  He also served as the Project Manager for the City Hall Courtroom Construction and Courtroom Sound System projects. 

Charles served as the Eastern Regional Director for the Pennsylvania Association of Court Management; is a member of the National Association for Presiding Judges and Court Executive Officers; and a member of the National and Mid-Atlantic Associations of Court Management.  He has served two terms on the board of directors for the Philadelphia Bar Association's Volunteers for the Indigent Program and he has served as a member of the advisory board for the Barrister's Association of Philadelphia.  

Throughout the years, Charles has received several prestigious awards for his leadership and countless contributions to the administration of justice from the American Judges Association, the First Judicial District of Pennsylvania, Philadelphia Bar Association, State Civil Litigation Section, Philadelphia Trial Lawyers Association, Philadelphia Association of Defense Counsel, Pennsylvania Association of Court Management and various professional associations. 

Charles is happily married to Mariagaye Mapp.  They have four children: Ashley, Charles Jr., Tyler and Rodney; and eight grandchildren: Nia, Charles III, Aston, Mariagaye II, Carter, Herbert IV, Marley and Makayla.
